Building in Moraira: one town hall, one plan
Moraira and Teulada form one municipality, and the town hall in Teulada decides every building licence for both. The general plan behind those licences was approved on 21 December 2004 and has been amended many times since, so the rules for a plot are read from the plan as amended. Many new villas here go up between existing houses, in the residential areas on the hills that the plan treats as garden-city zones, with one detached house per plot, sometimes where an older house once stood. Since September 2025 the town hall has worked with ECUVs, private entities registered with the Generalitat that check a project's documents so that the licence can be granted sooner. The decision stays with the town hall, and the check only helps a project that complies. Our guide to the ECUV certificate explains how it works.
The summer stop and other local rules
Teulada-Moraira stops most building work in summer. Under the town's building ordinance, as printed on the town hall's works form, materials and rubble are cleared from sites from 1 July to 15 September. In the centre of Moraira and in Pla del Mar, only quiet finishing work is allowed from 1 to 14 July, between 9:30 and 14:30, and no work at all from 15 July to 31 August. In the other residential areas, quiet finishing work is allowed from 15 to 31 July and no work at all in August. The same ordinance does not allow fixed cranes in the garden-city zones, and works that touch native trees protected by the town's tree ordinance need a report and a plan of the trees. The time lost in summer extends the licence period, but a completion date in late summer can easily move to the autumn. We ask the builder for a timeline that includes it.
What protects you when you buy new
A finished house lets you see exactly what you buy. Buying off plan or during construction gives you a say in the finishes, and sometimes the layout, with more to check. Once the licence is granted, the developer must guarantee every payment you make before completion with an insurance or a bank guarantee, and keep the money in a separate account used only for the building. The structure must be covered by a ten-year insurance, without which the new house cannot be recorded at the land registry. In Moraira we also look at what surrounds the plot: the slope, the access for lorries on narrow hill roads, and the houses and trees next to it. After you sign, we follow the work with regular visits and check it against the specification. At handover, our designer can have the house furnished within 24 hours on the agreed day.

Questions we are asked
- Does building stop in Moraira in summer?
- Yes, most of it. In the centre of Moraira and in Pla del Mar no work is allowed from 15 July to 31 August, and in the other residential areas none in August, with only quiet finishing work in the weeks before. Sites must also be cleared of materials from 1 July to 15 September. We plan completion dates around it.
- Who grants the building licence in Moraira?
- The town hall of Teulada-Moraira, which covers both Teulada and Moraira. Since September 2025 it has worked with ECUVs, private entities registered with the Generalitat, to shorten the wait. The licence remains the town hall's decision, so we look at the project and its paperwork before you commit.
- Who checks the contracts?
- An independent lawyer reviews the contracts and gives you the advice you need at every stage, from the first agreement to the deed.
